Business Investment Fund – Business Investment Program

Description:

The Business Investment Program provides term loans and equity investments to Newfoundland and Labrador SMEs in strategic growth sectors as identified by Industry, Energy and Technology (IET). The fund is also available to businesses which have export potential and require assistance to enter or expand in external markets.

Funds are provided to complement funding from conventional sources, where a need has been demonstrated, and are also intended to increase the capital base of businesses allowing them to leverage new private-sector investments.

Comments on Funding:

Funding is in the form of repayable term loans  at the department's base rate of 4,5%.

Equity funding is in the form of redeemable preferred shares to a maximum of $500,000 per project and a maximum aggregate of $1 million is available.

Eligibility:

The applicant must:

  • be a SME based and operating in Newfoundland and Labrador having fewer than 100 employees and less than $10 million in sales,
  • demonstrate its ability to undertake the work identified in the project proposal,
  • demonstrate its ability to access the financial capital required to complete the project,
  • operate in a strategic sector as defined by IET,
  • be in good standing with the Government of Newfoundland and Labrador.

Strategic sectors: Advanced Technologies, Aerospace, Agri-foods, food and beverage, Aquaculture, Biotechnology and Life Sciences, Craft, Gift and Apparel, Energy, Environmental Industries, Fishery (excludes fish harvesting and primary processing), Forest Products, Information and Communications, Technology, Manufacturing, Ocean Technology, Mineral Resources, Natural Stone, and Tourism and Cultural Industries.

The applicant must submit a signed, completed application with supporting documentation to the office of Industry, Energy and Technology (IET) in his area.

Documentation Needed: 

The applicant must submit:

  • the application form,
  • a business plan and project summary & Benefits,
  • financial statements for the current and previous two to five years of operation including notes to the financial statements and the most recent interim statements. If a proprietorship, include recent and previous two to five years personal income tax returns including CRA T2125 form and Notice of Assessment, if an existing business,
  • a copy of the Articles of Incorporation,
  • a Personal Net Worth Statement for all shareholders and key management personnel (loans/equity investments only),
  • a Cash Flow Statement and pro forma statements for the next two to five years including Balance Sheet and Income Statement with detailed assumptions supporting revenue forecasts, if an existing business,
  • Income Statement and Opening Balance Sheet, a Cash Flow Statement and pro forma statements for the next two years including Balance Sheet and Income Statement with detailed assumptions supporting revenue forecasts, if a new business,
  • any supplementary information that may be relevant to his operation.

For larger, more complex projects a more detailed Business Plan, a Feasibility Study and/or Market Study may be required.

Application for Assistance

Junior Exploration Assistance Program

Description:

The Junior Exploration Assistance (JEA) Program aims to grow the mineral inventory of the Province through the discovery of new mineral districts, occurrences, prospects, and deposits. The JEA Program also aims to advance mineral discoveries through the stages of defining National Instrument (NI) 43-101 compliant mineral resources, and to enhance Newfoundland and Labrador’s competitiveness as a world class mineral exploration destination.  

Comments on Funding:

    For Grassroots Activities:
  • for companies not in receipt of direct and/or indirect mineral revenue: the Program will provide 75% of eligible grassroots expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador,
  • for companies in receipt of mineral revenue: the Program will provide 50% of eligible grassroots expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador.

  • for companies not in receipt of direct and/or indirect mineral revenue: the Program will provide 50% of eligible expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador,
  • for companies in receipt of direct or indirect mineral revenue: the Program provides 40% of eligible expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador.

Eligibility:

Applicants must: 

  • be companies primarily engaged in mineral exploration,
  • be registered with the Provincial Registry of Companies,
  • be “In Good Standing” with the Provincial Registry of Companies,
  • have a Supplier Number from the Department of Finance, Financial Systems Control Division,
  • hold the mineral rights to the lands on which the exploration is to be conducted, or have a registered agreement with the holder of the mineral rights on file with the Mineral Lands Division of the Department of Industry, Energy and Technology prior to commencing work (Mineral rights are not necessary if the work is being completed on Crown Lands open for staking, excluding Exempt Mineral Lands and/or other prohibited areas),
  • have received Exploration Approval from the Mineral Lands Division before the start of exploration activities.

Prospector Assistance Program (PAP)

Description:

The New Brunswick Prospector Assistance Program (NBPAP) provides financial assistance to prospectors searching for metallic or industrial minerals (except aggregates) in the Province.

Comments on Funding:

Funding is up to a maximum of $5,000 if the prospector does not have mineral claims at the time of application, and up to a maximum of $15,000 if the prospector has existing mineral claims at the time of application.
Generally, first time applicants receive a maximum of $1,000.

Junior Mining Assistance Program (JMAP)

Description:

The New Brunswick Junior Mining Assistance Program (NBJMAP) is a financial assistance program for private-sector Junior companies. It provides up to 50% of eligible costs, within defined limits, for mineral exploration projects and is intended to increase the probability of finding economically viable mineral resources in New Brunswick.

Funding is up to 50% of eligible costs, within defined limits ($20,000-$100,000).

The applicant must:

  • be private or publicly traded mineral exploration company,
  • hold the mineral rights, or an option agreement, to the property considered in the application,
  • not have a self-sustained cash flow from operations,

  • have fulfilled all commitments for any previous grants from the DNRED,
  • have mineral exploration and development as its principal business.

Documentation Needed: 

Applicants must submit the completed application form, including:

  • the history of land tenure and mineral exploration on the mineral prospect,
  •  a detailed description of planned exploration work,
  • the geological map and the geological model,
  • maps showing the location of proposed work,
  • details of proposed expenditures.

A final report is required, which must be similar to Report of Work for a mineral claim and accompanied by receipts for eligible expenditures.

Green Jobs

Description:

The Green Jobs Internship Program, generously funded by Natural Resources Canada, is a wage subsidy initiative that places Canadians in roles in the natural resources sectors, including energy, forestry, mining, and earth sciences. 

Comments on Funding:

Funding is a wage subsidy of up $20,000 per intern hired, or up to $25,000 for youth hired who are furthest from employment. (EXCLUDED/to remove:(include Indigenous Youth, youth with disabilities, placements in Yukon, Northwest Territories, and Nunavut, rural communities, and remote communities).
Clean Foundation will subsidize 50% of each intern’s salary.)
