Canada – Newfoundland and Labrador Job Grant (CNLJG)

Description:

The Canada-Newfoundland and Labrador Job Grant (CNLJG) provides funding to eligible businesses and organizations to help offset the cost of training for their existing and future employees.

Comments on Funding:

Funding is up to a maximum of $10,000 per year towards training an existing employee and up to a maximum of $15,000 for training an unemployed participant.
The employer contributes at least one-third to the cost of training, with the exception of an unemployed participant.

Eligibility:

The applicant must:

  • be a private sector employer, not-for-profit organization, industry association, employer consortia, unions, or an Indigenous government or organization,
  • be incorporated or a sole proprietor
  • have a Canada Revenue Agency business number, 
  • be in good standing with Registry of Companies and Deeds,
  • have an office location/base in Newfoundland and Labrador,
  • have a job for all participants at the end of training.

The participant must be:

  • an existing employee
  • an unemployed participant hired by the employer no more than 30 business days (six weeks) prior to the training date

Application Steps:

Applicant must register in LaMPSS and create an account to be able to apply online

Applicant must complete and submit an online application in LaMPSS along with required information,

Applicant must provide a Letter of Attestation and wait to be notified by email after a decision is made on the application – within 30 business days of applying,

Applicant must submit the mandatory Client Contact Form and the mandatory Client Consent Form within 21 business days from approval

Complete applications must be received at least 20 business days prior to the start of training to ensure a timely review and assessment of the request for funding and to avoid delays in processing.

Documentation Needed: 

The applicant must submit:

  • an online application,
  • an Initial Client Contact Form and Client Consent Form for all employees being trained through funding provided by this program. The client consent allows for the exchange and release of information between the employee, the employer and the provincial and federal governments.
  • a Letter of Attestation when training an existing employee or unemployed participant.

The participant must submit proof of unemployment, if the case. Acceptable documentation includes but is not limited to Record of Employment, recent Notice of Termination from last employer, confirmation of Employment Insurance, or confirmation of Income Support.

Labor Market Partnerships

Description:

The Labor Market Partnerships Program provides funding to support employers, employer or employee associations, community groups and communities in developing and implementing labor market strategies and activities for dealing with labour force adjustments and meeting human resource requirements. Labour Market Partnerships may be used to provide assistance for employed persons who are facing loss of employment.

Comments on Funding:

Funding may be provided to cover overhead costs such as wages and employment costs, research or technical studies, and other related costs and eligible expenses negotiated with program officials.

  • Businesses, organizations, municipalities, band/tribal councils, public health and educational institutions are eligible to receive funding as sponsors.
  • Proposed activities must focus on an identified labor market issue and be assessed as likely to have a positive impact on the labor market.
  • All activities must involve partnership.
  • Within these parameters, Labor Market Partnerships may support activities related to human resource planning and labor force adjustment.
  • Activities must have defined start and finish dates, and not be part of a sponsor’s day-to-day operations.

Labour Market Partnerships Program Guidelines

Self-Employment Assistance – Individuals

Amount:

Description:

Self-Employment Assistance is an employment program that provides financial and entrepreneurial assistance to eligible individuals to help them create jobs for themselves by starting a business. The maximum duration of an agreement with a participant is 52 weeks, and 78 weeks for persons with a disability.

Comments on Funding:

The applicant currently receiving Employment Insurance benefits, may continue to receive these benefits until the end of his benefit period, after which he may be eligible to receive a living allowance to the end of his Self-Employment Assistance agreement. The living allowance rate for Self-employment Assistance participants is set at $524 per week.


If the applicant is not in receipt of Employment Insurance benefits, he may be eligible to receive financial assistance for living expenses.
Assistance may be provided in exceptional circumstances to cover all or part of the following costs related to participation (e.g., dependent care, disability needs, transportation and accommodation).

The applicant must:

  • be an unemployed individual,
  • have a current EI claim or for whom a benefit period is established or whose benefit period has ended within the previous 60 months,
  • be a resident of the Newfoundland & Labrador province,
  • be a Canadian citizen or permanent resident legally entitled to work in Canada,
  • participate in employment plan development with referral to Self-employment Coordinator,
  • have a preliminary business concept validated by Self-employment Coordinator,
  • have an Employment Plan that identifies Self-employment Assistance as an appropriate intervention for them. 

The self-employment business shall be:

  • a business that will not result in putting another individual out of business,
  • full-time, which means participants must devote at least 35 hours per week to developing and/or implementing their business plan. Fewer hours may be approved for a person with a disability that necessitates part-time employment,
  • either a new business, or an existing business in which the eligible participant had no prior ownership.

The Self-employment Assistance Coordinator program is designed to provide funding to organizations to assist Employment Insurance (EI) eligible unemployed clients with starting their own business. Self-employment Assistance Coordinators provide entrepreneurial support in the form of technical and consultative expertise to help participants assess their suitability for Self Employment Assistance and their business opportunities, develop a business plan, and implement their business.

Business Investment Fund – Business Development Support Program

Amount:

Description:

The Business Development Support Program assists Newfoundland and Labrador SMEs with opportunities to increase their productivity and improve their competitiveness. Funding is available for productivity improvements, knowledge development, market development and/or professional technical advice.

Comments on Funding:

Funding is in the form of a non-repayable contribution(s) to a maximum amount of $100,000 per government fiscal year.

The contribution level will be up to 50% of eligible costs, with the business identifying their access to the remaining funding to complete the project(s).

Eligibility:

The applicant must:

  • be a SME based and operating in Newfoundland and Labrador having fewer than 100 employees and less than $10 million in sales
  • demonstrate a desire to develop and grow by improving the operations of the business, investing in its people, and focusing on trade opportunities,
  • demonstrate its ability to undertake the work identified in the project proposal,
  • demonstrate its ability to access the financial capital required to complete the project,
  • operate in a strategic sectors that normally focus on export markets and/or improve import substitution,
  • be in good standing with the Government of Newfoundland and Labrador.

Application Steps:

The applicant must submit a signed, completed application with supporting documentation to the office of Industry, Energy and Technology (IET) in his area.

Documentation Needed: 

The applicant must submit:

  • the application form
  • a business plan and project summary & Benefits,
  • financial statements for the current and previous two to five years of operation including notes to the financial statements and the most recent interim statements. If a proprietorship, include recent and previous two to five years personal income tax returns including CRA T2125 form and Notice of Assessment, if an existing business,
  • a copy of the Articles of Incorporation,
  • a Personal Net Worth Statement for all shareholders and key management personnel (loans/equity investments only),
  • a Cash Flow Statement and pro forma statements for the next two to five years including Balance Sheet and Income Statement with detailed assumptions supporting revenue forecasts, if an existing business,
  • Income Statement and Opening Balance Sheet, a Cash Flow Statement and pro forma statements for the next two years including Balance Sheet and Income Statement with detailed assumptions supporting revenue forecasts, if a new business,
  • any supplementary information that may be relevant to his operation.

For larger, more complex projects a more detailed Business Plan, a Feasibility Study and/or Market Study may be required.

Other Things to Note:

The Business Investment Fund provides a source of funding to business and economic sectors in Newfoundland and Labrador that responds to the changing needs of enterprises. The Business Investment Fund is comprised of two components: the Business Investment Program and the Business Development Support Program.
