Description:

The Affordable Housing Incentive program provides funding to stimulate below market, affordable and accessible housing options in the City of Miramichi.

Funding is up to $10,000.00 per qualified rental unit.

Eligibility:

Applicants must:

  • be not-for-profit Housing Providers or Private Sector Developers,
  • have a registered ownership interest in the property named in the application based on the Service NB Property Account Number (PAN).

Eligible Projects:

  • must be approved for funding by CMHC and/or SD under their respective Affordable Housing Programs (Projects that are fully funded (100%) by the CMHC and/or SD Programs are deemed to be ineligible for this funding program),
  • must be located within the boundaries of the City of Miramichi,
  • must be located where existing municipal water & sewerage services are available unless approved by GMRSC-Planning & Building Services,
  • are limited to the creation of new Rental Units exclusively,
  • must receive Letter of Offer prior to the commencement of construction,
  • must meet or exceed all requirements of the City of Miramichi Zoning Bylaw #110 and building code requirements as determined by the GMRSC – Planning & Building Services,
  • that include a commercial property within the BIA, must have the BIA Levy for the subject property (PAN) up to date and paid in full for the previous taxation year.

Downtown Housing Incentive Program

Description:

The Downtown Housing Incentive Program provides funding to attract and retain downtown residents by incentivizing the creation of new housing in the Business Improvement Areas.

Eligibility:

The applicant must have a registered ownership interest in the property named in the application based on the Service NB Property Account Number (PAN).

Eligible projects:

  • must be located within the Business Improvement Area (BIA),
  • shall consist of the construction of new self-contained residential units with a minimum area of 55.7 m2 (600 ft2) and an average area of 74.3 m2 (800 ft2) within the project,
  • can include new buildings or existing buildings however the incentive will be applicable to the creation or addition of new self-contained units only.
  • must not be underway prior to the approval of the incentive application,
  • properties outlined in the application must not be in arrears in taxes, municipal utilities or any other municipal charges,
  • must meet or exceed all requirements of the City of Miramichi Zoning Bylaw #91 and building code requirements as determined by the GMRSC – Planning Services,
  • that include a commercial property, must have the BIA Levy for the subject property (PAN) up to date and paid in full for the previous taxation year,
  • must not include properties which received money from this program during the previous two (2) calendar years.

Economic Development Incentive

Description:

The purpose of the Economic Development Incentive is to provide the City with an additional tool to support and attract new development to the City of Miramichi. Amount of the available incentive shall be calculated using the declared cost of infrastructure construction as stated on the approved building permit issued prior to construction. 

Comments on Funding:

The maximum allowable incentive will be calculated as 5% of the infrastructure investment amortized over 5 years.
The first installment of the economic development incentive shall be payable as of December 1st of the calendar year project completion and subsequent installments shall be issued on December 1st of each subsequent year of the agreement.

Applicants must:

  • be companies working in one of the target sectors: aerospace and defense, manufacturing and value-added manufacturing, distribution centres, energy, valued-added food processing, information and communications technologies, Cannabis related companies, hotel and conference development, and other facilities as determined by the City of Miramichi.
  • build a new construction or value-added expansion to an existing facility that once complete will increase the value of the proposed property,
  • have all applicable government sector related approvals and permits,
  • have formal businesses planning outlining company goals and objectives including marketing plans and projected goals for employment creation and financial investment,
  • have an approved building permit issued by the GMRSC-Planning Services,
  • be actively involved in the industry as outlined in the business plan (rental/investment properties are not eligible),
  • have property ownership within the City of Miramichi.

contact the Department of Economic Development and Tourism to be assigned a file number and to be appointed a development officer,

schedule a meeting with development officer to review proposal and to determine eligibility,

provide the necessary documentations and complete the application forms as required,

  • a formal business planning outlining company goals and objectives including marketing plans,
  • the projected goals for employment creation and financial investment,

Upon acceptance into the incentive program the company shall be required to enter a contractual agreement with the City of Miramichi outlining the project and the terms and conditions of the incentive acceptance.

Façade Improvement Program

Description:

The Façade Improvement Program provides funding to improve the overall attractiveness of the City of Miramichi’s Business Improvement Areas as a shopping and business destination and to assist in attracting and retaining tenants in the Downtowns by providing assistance to commercial property owners within the BIA’s to address issues relating to building facades in the designated area.

Tourism Economic Development (TED) Fund

Description:

The Tourism Economic Development Fund provides financial assistance to Miramichi community organizations and businesses to develop new tourism products. Funding will be available to non-profit community-based organizations or for-profit community businesses whose purpose is to operate a tourism attraction, facility or activity and whose focus is on attracting visitors from the local, regional, national and international markets to the City of Miramichi.

Where applicable, funding should be complementary to Programs offered by other agencies, rather than replace such funding.
