PEI Fisheries and Aquaculture Clean Technology Adoption Program (PEIFACTAP)

Description:

The Prince Edward Island Fisheries and Aquaculture Clean Technology Adoption Program (PEIFACTAP) provides funding to Indigenous organizations, commercial enterprises and industry or professional associations in the fisheries and aquaculture sectors of PEI to adopt and implement market-ready clean technologies, processes or sustainable practices to reduce the potential for negative environmental impacts from day-to-day activities. PEIFACTAP participants can apply either as a Fisher/Harvester, Grower or as a Processor.

Comments on Funding:

Total government funding cannot exceed 90% of total eligible projects costs and consists of:

  • a minimum of 10%, up to a maximum of $20,000, cash from PEIFACTAP,
  • up to 75% cash from Department of Fisheries and Oceans Canada (DFO) FACTAP,
  • optional 5% cash or in-kind contribution from other federal or provincial government sources (more if PEIFACTAP reached the maximum of $20,000 and/or if DFO FACTAP is less than 75%).

The applicant is responsible for a minimum of 10% cash of total eligible project costs (more if total government funding is less than 90%).

Financial leverage from other sources outside PEIFACTAP and DFO FACTAP is a key consideration. Projects with multiple and greater sources of funding may rank higher than those without.

Eligibility:

The applicant must:

  • be an Indigenous organization (group, association, or community),
  • be a commercial enterprise (company or self-employed),
  • be an industry or professional association representing a sector of the seafood industry,
  • be currently active in, or support activities related to, the fish and seafood sectors including: wild capture fisheries, aquaculture, and/or processing of fisheries products.

Application Steps:

The applicant must go through a two-step approach to apply for funding (i.e., PEIFACTAP and DFO FACTAP).

The Expression of Interest Process allows the applicant to work with the DFC and the DFO to discuss the project proposal and ask questions in relation to the program while will allow the PEIFACTAP to assess if the applicant meets the objectives and eligibility criteria. Once the Expression of Interest form has been received and reviewed by the DFC, a letter of financial support will be provided if the DFC deems the project to contribute to program outcomes. The DFC will then advise the applicant to proceed with

The Project Proposal Application Process entails the email submission of the already completed Expression of Interest form, the PEIFACTAP letter of financial support, a completed Project Proposal Template application and any additional documentation required from the Additional Document Appendices in the Project Proposal Template application to the DFO Regional Project Coordinator. If the project is approved for funding by the DFO, a contribution agreement will be provided. Only once the DFO contribution agreement is signed and a copy provided to the DFC, will the DFC provide a contract and letter of offer to allocate funding as described in the letter of financial support.

  • a completed Project Proposal Template application,
  • any additional documentation required. 

Other Things to Note:

Funding will expire March 31, 2021, and all projects must be completed by that time.
The program is not listed among Innovation PEI programs. However, the government webpage, which has not been updated since August 1, 2019, is still available.

​PRINCE EDWARD ISLAND FISHERIES AND AQUACULTURE CLEAN TECHNOLOGY ADOPTION PROGRAM​​​

Sponsorship Program

Description:

The Sponsorship Program is designed to foster and promote the development and growth of the local film and video industry participants. It provides funding to individuals, corporations, cooperatives and not-for-profit organizations (including sectoral and service organizations) whose principle activity is in the film and video industry through three distinct programs.

The Promotional Travel Sub-Program provides funds to applicants to assist with travel-related expenses to market their products globally.

The Marketing and Distribution Sub-Program provides funds to assist with marketing-related expenses to market their products or for receptions related to marketing of these products.
The Workshop Assistance Sub-Program provides assistance to develop the local skill base.

Eligibility:

The applicant must:

  • be individuals, corporations, cooperatives and not-for-profit organizations (including sectoral and service organizations),
  • have their principal activity in the film and video industry,
  • demonstrate that their primary focus is on the development, production and distribution of film and video products, if corporations, cooperatives or not-for-profit organizations,
  • be at least 51% owned by a resident or residents of Newfoundland and Labrador (a person who has maintained a principal residence in Newfoundland and Labrador for at least 12 consecutive months immediately prior to the date of application to a funding program), if corporations,
  • have been registered or incorporated in Newfoundland and Labrador for at least one year prior to application, if cooperatives or not-for-profit organizations.
  • be Canadian citizens or permanent residents of Canada, if individuals,
  • be 18 years old or older or hold post-secondary standing, if individuals,
  • have earned a portion of their income from their film and video activities, if individuals,
  • be recognized as “professional” by their peers, if individuals.

a brief report, expense claims and corresponding receipts on related activities within 30 days of completion of the activity before the disbursement of any funds.

  •  a completed application form,
  • a written request for funds addressed to Executive Director,
  • detailed budget illustrating expenses and sources of confirmed or anticipated funds and contributions.

​Additional documents if applying for the Promotional Travel Sub-Program:

  • the applicant's Resume,
  • detailed information on the activity,
  • evidence of the invitation to or registration at the event,
  • a travel schedule.

Additional documents if applying for the Marketing and Distribution Sub-Program: ​

  • detailed information on the project,
  • schedule of activities,
  •  a marketing and distribution plan, including objectives.

Additional documents if applying for the Workshop Assistance Sub-Program: 

  • Resume of the resource person(s),
  • detailed information on the courses being offered,
  • curriculum plan for the course, including objectives of skills to be learned,
  • number of potential participants per workshop,
  • fees charged to participants.

Regional Development Fund – Regional Development Program

Description:

The Regional Development Program provides support by way of non-repayable contributions to organizations for the development and implementation of economic initiatives with respect to regional and sectoral development, diversification, innovation, and key emerging sectors.

Comments on Funding:

The financial assistance is in the form of a non-repayable contribution, normally to a maximum contribution of 25% of total eligible costs.
The applicant should normally contribute a minimum of 10% of the total project cost.

Eligibility:

The applicant must:

  • must be non-profit organizations, excluding federal and provincial government departments and agencies,
  • include industry associations, municipalities, public educational institutions, and other non-profit groups including co-operatives and economic development organizations,
  • must be incorporated,
  • must work on the development and implementation of economic initiatives with respect to regional and sectoral development, diversification, innovation, and key emerging sectors,
  • have projects clearly link non-commercial activities to economic diversification and/or business development. The four key themes of projects intended for funding are: infrastructure, capacity building, marketing, and research.

Application Steps:

The applicant must submit the completed application to the department of Industry, Energy and Technology (IET).

Documentation Needed: 

  • the completed application form, 
  • a proposal describing the project, its purpose and objectives, the budget, the organizational structure; 

​and, if applicable, any of the following documents:

  • a list of appendices,
  • the organizations latest financial statements,
  • qualifications/ resumes of key project management personnel,
  • letters of support,
  • additional notes and assumptions to the financial projections,
  • cost estimates for the purchase of capital equipment,
  • any resource materials referenced in the proposal,
  • copies of required permits and licenses,
  • copies of required environmental approvals,
  • copies of relevant contracts and M.O.U’s,
  • copies of relevant sketches/engineering diagrams.

Other Things to Note:

The Regional Development Fund provides support to Newfoundland and Labrador organizations by way of non-repayable contributions for projects aimed at supporting economic development, innovation and capacity building in all regions of the province. The Regional Development Fund is comprised of two components: the Regional Development Program and Community Capacity Building.

Wildlife Damage Compensation Program

Description:

The Wildlife Damage Compensation Program provides compensation to New Brunswick agricultural producers who suffer crop or livestock losses due to wildlife. 

Comments on Funding:

Producers can receive up to 80% compensation without any cost or premium to participate to a maximum compensation of $50,000 per producer per year.
For crop compensation the producer must incur a loss of at least $500.
For livestock compensation the producer may claim for the loss or injury to one or more animals.

Applicants must:

  • be New Brunswick agricultural producers,
  • take all reasonable efforts to control and limit wildlife damage from occurring. Wildlife damage due to poor management or neglect is not eligible for compensation.
  • incur a loss of at least $500 for crop compensation,
  • claim for the loss or injury to one or more animals for livestock compensation.

Application Steps:

The applicants must notify the New Brunswick Department of Agriculture, Aquaculture and Fisheries within 72 hours of discovering the loss or damage. The cause or probable cause of loss or death must be confirmed by the Department. Compensation is not retroactive; it is assessed from the date the damage or loss is reported.

Other Things to Note:

This program is part of The Canada / New Brunswick Canadian Agricultural Partnership (CAP) and it is cost shared by the Governments of Canada 60% and the Province of New Brunswick 40%.

The New Brunswick Agricultural Insurance Commission (NBAIC) administers this program, but affected producers do not have to be an Agricultural Insurance client to receive compensation through the Wildlife Damage Compensation Program.

Agriculture Direct Loans

Description:

The Department of Agriculture, Aquaculture and Fisheries (DAAF) provides repayable loans to promote development of the agriculture sector as a complementary lender. Clients interested in a DAAF loan must first seek financing from a private lender. DAAF’s loan program may then be available to help fill the gap between the assistance required and what the client has been approved for privately. New entrants, defined as someone who has owned a farm for five years or less, may be eligible for lower interest rates and equity requirements.

Comments on Funding:

Interest rates are determined on a case by case basis. Repayment terms are matched to the cash flow of the project as supported by the business plan. Options include interest only payments or principal and interest payments.

Eligibility:

The applicant must:

  • be a sole proprietorship, a partnership, an incorporated company or to be incorporated, a cooperative from New Brunswick, or a new entrant (defined as someone who has owned a farm for five years or less),
  • have first seeked financing from a private lender,
  • use the financing for:
  • purchasing an existing farm,
  • starting a new farm,
  • purchasing shares in a farming operation,
  • purchasing land for farming,
  • developing land for farming,
  • working capital requirements,
  • invest, or have invested, a minimum 10% (new entrants 5%) equity into the project,
  • provide acceptable security for the proposed financing,
  • have a business plan.

Documentation Needed: 

Applicants must submit:

  1. 1
    a completed application form,
  2. 2
    a business plan which includes:
  • a description of business and project,
  • financial information (minimum of three years of projected income statements and cash flow statements and previous three years financial statements or income tax returns (if existing operation)),
  • a description of management plan,
  • a marketing plan,
  • productions details.
