Regional Development Corporation (RDC) (Crown Corporation)

Total Development Fund

Description:

The Total Development Fund (TDF) supports provincial priorities as well as sector/industry-wide initiatives that optimize development, improve productivity, accelerate growth, and/or enhance competitiveness across key sectors/industries. Projects supported with this fund must be linked to a regional or government priority and/or a departmental strategy and be able to demonstrate an economic benefit to the applied sector/industry or to the province.

Comments on Funding:

Funding takes the form of a nonrepayable contributions at the following levels:

  1. 1
    up to 100% to provincial government departments in support of strategic initiatives that have sector-wide impact;
  2. 2
    up to 50 % provincial contribution toward eligible expenditures to non-profit, municipalities, Regional Service Commissions and First Nation governments;
  3. 3
    up to 20 % provincial contribution (with exceptions up to 35% under extenuating circumstances) toward eligible expenditures in all other projects.

Funding commitments for individual initiatives will not exceed 3 fiscal years.

Eligibility:

Applicants must be:

  • Incorporated Legal entity such as a not-for-profit or for profit, municipalities, Regional Service Commissions, First Nations;
  • Post-secondary and research Institutions;
  • Provincial government departments and crown corporations.
  • RDC may consider non-repayable requests from for-profit organizations under the following circumstances:
    a) The for-profit organization qualifies under federal-provincial agreements requiring a provincial contribution;
    b) The project is a key sector, regional or provincial priority as identified and supported by the appropriate GNB Department or Agency; examples: strategic economic or tourism infrastructure requests that will increase development and/or competitiveness, pre-commercialization projects, or market development initiatives.

Application Steps:

Applicants must submit proposals for funding directly to the Regional Development Corporation;

If applicable, RDC will obtain a sector review from the appropriate department when receiving a request directly from the client;

3

Where a submission is deemed sufficiently detailed and in accordance with the eligibility requirements, RDC will review for consideration.

Documentation Needed: 

Applicants must:

  1. 1
    complete, sign and forward a claim form including copies of all pertinent
    documentation relating to the project for reimbursement of expenditures.
  2. 2
    submit appropriate documentation to support all investments made under the Total Development Fund. Supporting documentation may be in the form of:
  • outcome report including metrics;
  • financial report;
  • audited financial statements;
  • proof of payments;
  • legal agreements; and/or
  • any other necessary documentation.

Other Things to Note:

All funding applications under the TDF will be received, assessed, and evaluated by the Regional Development Corporation. The President of the Regional Development Corporation will have authority to approve funding for projects.

Integrated Bilateral Agreement – Green Infrastructure: Environmental Quality

The Green Infrastructure: Environmental Quality provides investments to ensure that more communities can provide clean air and safe drinking water for their citizens. 

Comments on Funding:

Funding is a cost-sharing from the federal government of up to the following:

  1. 1
    50% of eligible expenditures for New Brunswick;
  2. 2
    40% of eligible expenditures for municipalities, regional governments and not-for-profit organizations;
  3. 3
    75% of eligible expenditures for Indigenous ultimate recipients;
  4. 4
    25% of eligible expenditures for any for-profit, private sector ultimate recipients (when eligible).

The provincial government will cost share up to:

  1. 1
    33.33% of eligible expenditures for projects with municipalities.

When It Ends:

Eligibility:

The applicant must be:

  • a municipal or regional government established by or under provincial statute;
  • a public sector body that is established by or under provincial statute or by regulation or is wholly-owned by New Brunswick, or a municipal or regional government;
  • a public or not-for-profit institution that is directly or indirectly authorized (when working in collaboration with a municipality), under the terms of provincial or federal statute, or royal charter, to deliver post-secondary courses or programs that lead to recognized and transferable post-secondary credentials;
  • a private sector body, including for-profit organizations and not-for-profit organizations. In the case of for-profit organizations, they will need to work in collaboration with one or more of the entities referred to above or an Indigenous ultimate recipient listed below; and the following Indigenous ultimate recipients: 
  • a band council within the meaning of section 2 of the Indian Act;
  • a First Nation, Inuit or Métis government or authority established pursuant to a self-government agreement or a comprehensive land claim agreement between His Majesty the King in Right of Canada and an Indigenous people of Canada, that has been approved, given effect and declared valid by federal legislation;
  • a First Nation, Inuit or Métis government that is established by or under legislation whether federal or provincial that incorporates a governance structure;
  • an Indigenous development corporation;
  • a not-for-profit organization whose central mandate is to improve Indigenous outcomes.
  • have eligible projects that meet the following outcomes:
  • a band council within the meaning of section 2 of the Indian Act;
  • increased access to potable water;
  • increased capacity to reduce and/or remediate soil and/or air pollutants;
  • improved capacity and/or qualify of pathways and/or active transportation infrastructure.

Climate Assessments - Applicants must:

  1. 1
    submit a Greenhouse Gas Mitigation Assessment and a Climate Change Resilience Assessment as part of the project submission process, if their projects have a total eligible costs over $10 million.
  2. 2
    be required a Greenhouse Gas Mitigation Assessment as part of the submission process if their projects seek funding under the Climate Change Mitigation sub-stream;
  3. 3
    be required to submit a Climate Change Resilience Assessment as part of the project submission process if their projects seek funding under the Adaptation, Resilience, and Disaster Mitigation sub-stream.

Community Employment Benefits – Applicants must be required to report on community employment benefits generated by the project, if their projects have total eligible costs over $25 million.

Other Things to Note:

The Green Infrastructure: Adaptation, Resilience and Disaster Mitigation provides investment to enable greater adaptation and resilience to the impacts of climate change and climate change related disaster mitigation.

Comments on Funding:

Funding is a cost-sharing from the federal government of up to the following:

  1. 1
    50% of eligible expenditures for New Brunswick;
  2. 2
    40% of eligible expenditures for municipalities, regional governments and not-for-profit organizations;
  3. 3
    75% of eligible expenditures for Indigenous ultimate recipients;
  4. 4
    25% of eligible expenditures for any for-profit, private sector ultimate recipients (when eligible).

The provincial government will cost share up to:

  1. 1
    33.33% of eligible expenditures for projects with municipalities.

  • have eligible projects that have increased structural capacity and/or increased natural capacity to adapt to climate change impacts, natural disasters and/or extreme weather events.
