Research & Development Program

Description:

The Research & Development Program provides research funding support to investigate, design and develop: materials or products that incorporate solid waste resources, technologies that will facilitate the separation and recovery of solid waste resources, and enhanced market opportunities for solid waste resources and/or recycled materials.

Comments on Funding:

Funding will be provided in the form of a non-repayable contribution or a conditionally repayable loan.
Funding is up to 50% of approved eligible costs, to a maximum of $50,000.
In some instances, where in the opinion of the Committee the project is of particular strategic value, a higher level of assistance may be offered.

Residential Rehabilitation Assistance Program (RRAP) for Rental Conversion

Description:

The Residential Rehabilitation Assistance Program (RRAP) for Rental Conversion Program provides financial assistance to owners/landlords to convert non-residential properties into affordable self-contained rental housing units and/or bed-units to be occupied by low income households.

Comments on Funding:

Funding is in the form of a forgivable loan. The funding amount is based on the cost of eligible work and the number of eligible units within the project.
The maximum amount for each self-contained unit is $24,000. The maximum forgivable loan per bed unit is $16,000.
With the exception of non-profit organizations, owners must contribute 25% of the total mandatory repairs.

Eligibility:

The applicant must:

  • be New Brunswick private entrepreneurs, non-profit corporations, co-operatives or Municipalities who wish to convert non-residential properties into bona fide affordable permanent rental accommodations,
  • own properties that operate as bona fide rental enterprises,
  • have a legitimate landlord tenant relationship,
  • convert property that will have to contain more than 3 bed units or one or more self-contained units to be rented to occupants with incomes at or below the applicable income threshold,
  • apply a post-conversion rent charge which is at or below levels established by this Department,
  • have a financially viable project upon post-conversion rents.

Applicants must contact the housing office of the Department of Social Development in their area for further details.
All approved applicants must enter into a rental agreement to ensure that rents remain affordable to low-income occupants during the earning period of the loan.

Rental Conversion Program Guidelines

Tourism Relief Fund

Amount:

Type of Program:

Grant & Loan


Description:

With a budget of $500 million over two years (ending March 31, 2023), including $50 million specifically dedicated to Indigenous tourism initiatives and $15 million for national initiatives, The Tourism Relief Fund supports tourism businesses and organizations to adapt their operations to meet public health requirements while investing in products and services to facilitate their future growth.

Comments on Funding:

Contributions to businesses will be either:

  1. 1
    non-repayable contributions up to $100,000 for up to 50% of eligible costs;
  2. 2
    fully repayable contributions up to $500,000 for up to 75% of eligible costs

Not-for-profit organizations and Indigenous entities (not generating profits) will be eligible for non-repayable contributions.

Project contribution amounts would not exceed $500,000. The actual contribution amount will be based on the minimum amount required to carry out the project.

A business cannot receive a combination of a non-repayable and a repayable contribution for the same project.

Eligibility:

Applicants must:

  • be tourism entities that cater mainly to visitors, such as:
  • businesses;
  • not-for-profit organizations, such as tourism associations;
  • municipalities, and
  • band councils or other Indigenous organizations and cooperatives.
  • meet at least one of the following criteria:
  • be a key supplier or operator in the visitor experience;
  • be part of a defined tourism cluster or a tourism dependent community, including supporting downtown cores; or
  • provide an anchor product or service in a tourism destination.

TOURISM RELIEF FUND APPLICANT GUIDE

Freight Transportation Fuel Efficiency Program (FTFEP)

Description:

The Freight Transportation Fuel Efficiency Program (FTFEP) is an application-based grant program that provides rebates to retrofit existing heavy-duty trucks and trailers registered and plated in Newfoundland and Labrador, to reduce fuel consumption and greenhouse gas emissions. This includes anti-idling equipment (e.g., auxiliary power units) and aerodynamic technologies (e.g., trailer skirts to reduce fuel consumption).

Comments on Funding:

Funding for vehicles is as follows: 

  • 30% up to a cap of $4,000 per device for auxiliary conventional power units,
  • 50% up to a cap of $6,000 per device for auxiliary electric power units,
  • 30% up to a cap of $3,000 per device for cabin heaters/coolers.

Funding for trailers is as follows:

  • 30% up to a cap of $3,000 per device foot side skirts and boat trail (class 8 only),
  • 30% up to a cap of $5,000 per device for diesel-electric refrigeration units,
  • 30% up to a cap of $7,500 per device for electric refrigeration units.

Eligibility:

The applicant must:

  • be a private sector, for-profit organization, including carriers and owner-operators, 
  • be a municipal government established by or under provincial statute or a municipal organization, 
  • be a not-for-profit organization, 
  • be an Indigenous government or organization,
  • be a public sector body or board established under provincial legislation,
  • be the registered owner or lessee of the eligible vehicle or trailer for which upgrades are sought, and the registration must be valid at the time of application. The applicant must have the legal authority to modify the vehicle or trailer for which the fuel saving device(s) is to be installed (proof of ownership or permission of the lessor will be required).
  • have a satisfactory audited or satisfactory unaudited carrier safety rating,
  • consent to an audit of the vehicle or trailer for which upgrades are sought,
  • consent to provide data to the Department relating to fuel consumption, vehicle/trailer operational profile (e.g., kilometres driven) and GHG emissions for a one-year period after the fuel saving device(s) has been installed.

Application Steps:

The applicant must:

submit a signed and completed application form with supporting documentation by email at climatechange@gov.nl.ca Or by regular mail to the Department of Municipal Affairs and Environment, the Climate Change Branch.

obtain an Approved Application Letter before installing fuel saving devices in these cases.

Documentation Needed: 

The applicant must submit:

  • the application form,
  • purchase and/or installation quote(s) from a dealer or vendor for the fuel saving devices for which a rebate is sought, including manufacturer and model number of fuel saving devices. The applicant’s name must be the same on both the application form and the quote provided.
  • copy of valid vehicle registration (for each tractor/vehicle and trailer to be retrofitted),
  • proof of tractor/vehicle or trailer ownership or, in the case of a lessee, proof that the applicant has authority to modify the tractor/vehicle or trailer by the lessor for each tractor/vehicle and trailer to be retrofitted,
  • copy of valid Commercial Motor Vehicle Inspection Certificates (for each vehicle or trailer to be retrofitted),
  • copy of the companies’ short carrier profile, if applicable.

Other Things to Note:

The FTFEP will be implemented over three fiscal years (2019/20-2021/22) by the Department of Municipal Affairs and Environment (MAE). This Program is supported by a total of $3.2 million in joint provincial and federal funding through the Low Carbon Economy Leadership Fund, with $1.73 million from the Provincial Government and $1.47 million from the Federal Government.
