Self-Employment Assistance Coordinator Program

Description:

The Self-employment Assistance Coordinator program is designed to provide funding to organizations to assist Employment Insurance (EI) eligible unemployed clients with starting their own business. Self-employment Assistance Coordinators provide entrepreneurial support in the form of technical and consultative expertise to help participants assess their suitability for Self Employment Assistance and their business opportunities, develop a business plan, and implement their business.

The applicant must:

  • be businesses, organizations, municipalities, band/tribal councils, public health, educational institutions, federal crown corporations and comparable provincial/territorial crown corporations, individuals, 
  • provide entrepreneurial support to Employment Insurance (EI) eligible unemployed clients with starting their own business

Application Steps:

register and create an account in the Department of Advanced Education, Skills and Labor’ LaMPSS payment system to apply on-line,

submit an online application.

Documentation Needed: 

The applicant must submit:

  • an online application form,
  • a detailed project description,
  • an itemized budget breakdown.

All not-for-profit organizations that apply for funding shall have Director’s Liability Insurance.
Activity and Financial reports for Self-employment Assistance Coordinator should be completed online using LaMPSS Self-serve functionality.

Canada – Newfoundland and Labrador Job Grant (CNLJG)

Description:

The Canada-Newfoundland and Labrador Job Grant (CNLJG) provides funding to eligible businesses and organizations to help offset the cost of training for their existing and future employees.

Comments on Funding:

Funding is up to a maximum of $10,000 per year towards training an existing employee and up to a maximum of $15,000 for training an unemployed participant.
The employer contributes at least one-third to the cost of training, with the exception of an unemployed participant.

Eligibility:

The applicant must:

  • be a private sector employer, not-for-profit organization, industry association, employer consortia, unions, or an Indigenous government or organization,
  • be incorporated or a sole proprietor
  • have a Canada Revenue Agency business number, 
  • be in good standing with Registry of Companies and Deeds,
  • have an office location/base in Newfoundland and Labrador,
  • have a job for all participants at the end of training.

The participant must be:

  • an existing employee
  • an unemployed participant hired by the employer no more than 30 business days (six weeks) prior to the training date

Application Steps:

The applicant/employer must be:

register in LaMPSS and create an account to be able to apply online

complete and submit an online application in LaMPSS along with required information,

3

provide a Letter of Attestation and wait to be notified by email after a decision is made on the application – within 30 business days of applying,

4

submit the mandatory Client Contact Form and the mandatory Client Consent Form within 21 business days from approval

Complete applications must be received at least 20 business days prior to the start of training to ensure a timely review and assessment of the request for funding and to avoid delays in processing.

Documentation Needed: 

The applicant must submit:

  • an online application,
  • an Initial Client Contact Form and Client Consent Form for all employees being trained through funding provided by this program. The client consent allows for the exchange and release of information between the employee, the employer and the provincial and federal governments.
  • a Letter of Attestation when training an existing employee or unemployed participant.

The participant must submit proof of unemployment, if the case. Acceptable documentation includes but is not limited to Record of Employment, recent Notice of Termination from last employer, confirmation of Employment Insurance, or confirmation of Income Support.

​Canada-Newfoundland and Labrador Job Grant Eligibility & Requirements​​​

Economic Diversification and Growth Enterprises (EDGE)

Description:

The Economic Diversification and Growth Enterprises (EDGE) Program provides incentives to encourage significant new business investment in the province to help diversify the economy and stimulate new private sector job creation, particularly in rural areas.

Comments on Funding:

The following incentives and benefits may apply:

  1. 1
    100% rebate on provincial corporate income tax and the provincial health and post-secondary education (payroll) tax. The tax “holiday” for eligible companies is 10 years within the Northeast Avalon area and 15 years outside the Northeast Avalon area, as defined in the Economic Diversification & Growth Enterprises Act,
  2. 2
    50% rebate on federal corporate income tax for the periods referenced above,
  3. 3
    A further five-year phase-out period of partial rebates on the provincial and federal taxes referenced above, declining by 20% in each year of the phase-out period,
  4. 4
    100% rebate on municipal property and/or municipal business taxes for 10 or 15 years, followed by a five-year phase-out of such rebates, where individual municipalities elect to participate in the EDGE program,
  5. 5
    access to unserved Crown land for $1.00 where such land is required to implement the company’s business plan.

Eligibility:

The applicant must:

  • be new or existing businesses,
  • have the potential to create and maintain at least 10 new permanent jobs in Newfoundland and Labrador,
  • be prepared to make a minimum capital investment of at least $300,000, or generate incremental sales of at least $500,000 annually,
  • not be able to establish or expand in the province in the absence of the EDGE incentives, in preference to another location or at the time when it is proposed to do so,
  • have a substantial net economic benefit to the province,
  • not receive a direct competitive advantage over other businesses already established in the province, if provided EDGE status.

Application Steps:

Applicants must submit a signed, completed application with supporting documentation to the office of Department of Industry, Energy and Technology (IET) in their area.

Documentation Needed: 

​Applicant must submit:

  • a detailed business plan,
  • Project Summary & Benefits, including project description, project budget, ownership and management information, competition and marketing information, 
  • financial statements for the current and previous two to five years of operation including notes to the financial statements and the most recent interim statements. If a proprietorship, include recent and previous two to five years personal income tax returns including CRA T2125 form and Notice of Assessment., if existing businesses,
  • Income Statement and Opening Balance Sheet, if new businesses,
  • a Cash Flow Statement,
  • pro forma statements for the next two to five years including Balance Sheet and Income Statement with detailed assumptions supporting revenue forecasts,
  • copy of Articles of Incorporation,
  • personal Net Worth Statement for all shareholders and key management personnel (loans/equity investments only),
  • other information that may be relevant to their operation.

​For larger, more complex projects a more detailed Business Plan, a Feasibility Study and/or Market Study may be required.

Indigenous Cultural Heritage Program

Description:

The Indigenous Cultural Heritage Program (formerly the Aboriginal Cultural Heritage Program) supports Indigenous projects that involve the safeguarding of traditions and culture, including language, traditional knowledge and skills, storytelling, music, games and other pastimes, knowledge of the landscape, customs, cultural practices and beliefs, food customs, and living off the land.

Comments on Funding:

Funding is up to 100% of eligible costs, to a maximum of $15,000.
For projects that involve recognizing and celebrating traditional culture in events of short-term duration, the maximum funding is $1,000.
Applicants are strongly encouraged to show other contributions, either financial or in-kind.

Eligibility:

The applicant must:

  • established Indigenous groups/organizations in Newfoundland and Labrador with a cultural focus,
  • Indigenous professionals (Indigenous artisans, cultural workers and educators). They can apply for professional skills development if they have a demonstrated background in culture and have community support.

Application Steps:

are encouraged to discuss their project ideas with an Heritage Officer prior to submitting a proposal,

2

must complete the application form and include any letters of support to demonstrate community support, information on other partnerships and in-kind contributions,

3

will apply for a 90% advance payment of the approved project contribution,

4

must submit a final report documenting the activities, including copies of research/field work and any promotional material produced to receive the final amount (the 10% holdback).

​An Indigenous Cultural Heritage Advisory Committee, including representatives from Indigenous organizations, reviews proposals and makes recommendations to the Department on project funding.

Documentation Needed: 

​Applicants must submit:

  • the application form, including the following information: a brief description of applicant background, project objectives/description and work plan, a demonstrated need (feasibility studies, surveys, needs assessments, etc if applicable), who the project is for and how it will lead to the safeguarding of cultural heritage, a budget breakdown, how the project will be evaluated,
  • any letters of support that reflect support from their community, information on other partnerships and in-kind contributions.

NATI-ACOA Internship Program

Subsidy


Description:

The NATI-ACOA Internship Program offers two streams of internships including Export and Commercialization, and is designed to provide work opportunities for Newfoundland and Labrador university and college graduates while supporting the growth of established technology companies with quality commercialization and trade advisory services.

Comments on Funding:

Funding is 75% of the intern’s salary to a maximum of $30,000, in addition to mandatory professional sales training, and support for other approved training activities.
Participating companies are required to contribute a minimum of 25% ($10,000) of the graduate’s salary and benefits to the minimum per annum salary of $40,000, excluding all mandatory employer-related costs (MERC).

Eligibility:

The applicant must:

  • be Newfoundland and Labrador-based technology companies who then engage a graduate for a period of one year, with substantial funding support through the Internship Program,
  • commit to making commercialization or trade support services part of their business strategy,
  • demonstrate they can support the intern with the necessary resources for their career development in their role,
  • demonstrate they have the commitment and means to implement on their business strategy
