Future Farms Program

Description:

The Future Farms Program is designed to increase awareness of opportunities in the Newfoundland and Labrador agricultural sector, and provide support to new agricultural ventures to ensure success, profitability and competitiveness in the development of new farm operations. The program provides support in the development and implementation of strategies to decrease the average age of farmers and to increase the number of farms in the province, and also encourages knowledge sharing through ongoing efforts of the NL Young Farmers Forum and other agricultural organizations.

Comments on Funding:

Funding for for-profit applicants is up to 75% of eligible expenses, to a maximum of $400,000 over the 5 years of the Canadian Agricultural Partnership.
Funding for not-for-profit groups and government is up to 100% of eligible expenses and up to 75% of eligible capital expenditures. They are not restricted to the $400,000 funding limit where the project has industry-wide benefit.

Accepting applications starting February 1, 2022

Eligibility:

The applicant must:

  • new and young farmers/primary producers and producer organizations, 
  • new and young processors and processor organizations, 
  • other industry organizations, 
  •  research bodies,
  • Indigenous government/community/groups,
  • carrying on activities such as mentoring programs to match new entrants with experienced farmers, and services and training to young farmers interested in a career in agriculture, if organizations,
  • taking part in specialized training opportunities.

Applicants must submit the completed application form and supporting documents by email at CAP@gov.nl.ca, fax at 709-637-2589 or in hard copy by regular mail.

Documentation Needed: 

The applicant must submit:

  • the completed application,
  •  a resume, curriculum vitae, or firm profile of their consultant, if requesting consultant services,
  • a quote, if requesting professional services/contractors, 
  • a proposal that includes the name of the event, agenda/information package including speakers/exhibitors and proposed budget, if hosting an event to support new agricultural ventures,
  • a proposal with an executive summary, vision, mission, goals, objectives, work plan, deliverables and budget, if providing targeted programming to support new agricultural ventures,
  • the most recent financial information as appropriate,
  • a business plan, if a new entrant.

Other Things to Note:

This program is part of the Canadian Agricultural Partnership, a $3 billion, five year, Federal-Provincial-Territorial (FPT) Framework Agreement that will expire on March 31, 2023.

Agriculture Business Program

Description:

The Agriculture Business Program provides support to the Newfoundland and Labrador agriculture, agri-foods, and agri-products industry to address various business related challenges to pursue and capitalize on new opportunities and maintain access to existing markets. The Program will enable the sector to develop and assess market opportunities both domestically and internationally; enhance business development practices, and support skills development and knowledge transfer activities.

There is funding for the following components: Market Development (market access/development, and organic certification and market development), Business Development (business planning, succession planning, strategic plans, farm financial assessments), and Knowledge Transfer and Skills Development.

Comments on Funding:

Funding for for-profit applicants is up to 75% of eligible expenses, to a maximum of $400,000 over the 5 years of the Canadian Agricultural Partnership.

Funding for not-for-profit groups and government is up to 100% of eligible expenses and up to 75% of eligible capital expenditures. They are not restricted to the $400,000 funding limit where the project has industry-wide benefit.

Funding for business planning activities is as follows:

  • up to a maximum of $8,000 for one producer/processor,
  • up to a maximum of $16,000 for two producers/processors,
  • up to a maximum of $25,000 for three producers/processors,
  • up to a maximum of $50,000 for four or more producers/processors.

Land development project reimbursement is based upon acreage payments.

  • involved in the Newfoundland and Labrador agriculture, agri-foods, and agri-products industry with market development, business development or knowledge transfer and skills development projects.

​Applicant must submit:

  • a completed application form,
  • a resume, curriculum vitae, or firm profile of their consultant, if requesting consultant services,
  • a quote, if requesting professional services/contractors or support to obtain Organic Certification, 
  • land title documents, quotes with brochures, floor plans, materials list and map showing facility and/or infrastructure location on site, if applying for physical infrastructure to enhance market competitiveness,
  • quotes and equipment specifications/brochures, if applying for equipment to enhance market competitiveness,
  • the event agenda/information package including speakers/exhibitors and registration fees, if applying to attend human resources events,
  • the name of the human resources event, agenda/information package including speakers/exhibitors and proposed budget, if applying to host human resources events,
  • the most recent financial information as appropriate,
  • a business plan, if a new entrant.

Agri-Industry Development & Advancement – Market and Product Development, New Brunswick only sub-elements

Description:

The Market and Product Development , New Brunswick only sub-elements provides funding to projects for costs related to the design and creative services of promotional materials, to projects that support commercial agri-food business expansion by offering an agritourism experience.

It also funds projects that promote the use of, and increase awareness of, New Brunswick agri-food products by holding an organized meal or fundraising activity where the proceeds are donated to benefit an identified need within a New Brunswick community and initiatives and provides assistance to marketing groups for establishment or new marketing initiatives. 

Comments on Funding:

  • Funding for Creative Services & Website/Social Media Development for Domestic Markets is 50% of eligible costs to a maximum of $10,000 per project.
  • Funding for Agritourism is up to 50% of eligible costs to a maximum of $10,000.
  • Funding for New Brunswick Food Harvest Fundraising is up to 50% of costs related to total food purchases, to a maximum of $1,000 for events that feature 100% New Brunswick cultivated, raised, or fished food content (main ingredients only; not including items such as tea, coffee, condiments, alcoholic beverages). Total program contribution of not more than $25,000 for all applications combined (25 events at $1,000 each).
  • Funding for Marketing Groups and Organizations - Establishment and Capacity Building is up to 100% of eligible costs to a maximum of $10,000.

Eligibility:

Applicants must be:

  • farmers’ markets of which at least 20% of the vendors are New Brunswick growers or producers of agri-food products,
  • fisheries that have specific focus on local product promotion and development,
  • non-governmental organizations (NGOs), municipalities or community organizations wishing to establish a partnership with the agri-food industry,
  • businesses that partner with the New Brunswick agri-food industry to promote the sale and consumption of New Brunswick agri-food products,
  • producers of artisanal or craft alcohol made with New Brunswick agri-food products, on the condition that they hold a license to produce alcohol for commercial purposes.

These are New Brunswick Only Sub-Elements.

Application Steps:

Applicants must submit a completed application form and attach any additional required documentation to any Department of Agriculture, Aquaculture and Fisheries (DAAF) regional office or directly to the CAP Administrator, Industry Financial Programs, Department of Agriculture, Aquaculture and Fisheries, P.O. Box 6000, Fredericton, NB E3B 5H1, or by e-mail to CAP.ADMIN@gnb.ca.

Applicants for New Brunswick Food Harvest Fundraising must:

develop their applications in consultation with a Business Growth Officer of the Department of Agriculture, Aquaculture, and Fisheries,

contact the regional Health Protection Branch of the Department of Health to determine if a license or permit is required for the event/type of operation that will occur, if food preparation will occur. A public health inspector can also be consulted to provide recommendations on food safety and safe food handling techniques.

Documentation Needed: 

Applicants must submit:

  • a project description which explains the rationale behind the undertaking the activity,
  • quotes for all costs,
  • a business outline, indicating intended development/expansion and how it will support bringing their establishment to market readiness as an agritourism operator, if applying for Agritourism funding.

In adition to the above mentioned, applicants for New Brunswick Food Harvest Fundraising must submit:

  • proof of not-for-profit status,
  • a letter or proof that the license/permit was obtained, if the case,
  •  a list of ingredients of New Brunswick origin and identify the NewBrunswick producer/supplier and proof of purchase,
  • a detailed plan of how they will promote featured products and producers during the event.

The Canada / New Brunswick Canadian Agricultural Partnership (CAP) policy framework is a five year federal, provincial and territorial Initiative which will operate from April 1, 2018 to March 31, 2023, unless otherwise announced. Agri-Industry Development & Advancement – Market and Product Development

Description:

The Market and Product Development component provides funding for projects that help eligible applicants understand and plan marketing approaches for potential new markets, both domestic and international, meet industry standards or certification requirements, implement a market development plan, and develop new products or processes.

Comments on Funding:

  • Funding for Market Assessment & Research is up to 50% of eligible costs to a maximum of $10,000 per year for international markets and $5,000 per year for domestic markets per individual agri-businesses.
  • Funding for Market Access Certification is up to 50% of eligible costs to a maximum of $10,000 per year for individual agri-businesses.
  • Funding for Export Marketing, Website/Social Media Development & Product Development is up to 50% of eligible costs to a maximum of $10,000 per year for individual agri-businesses.
  • Funding for Trade Shows, Product Showcasing, and Promotional Events is:
  • mileage: $0.20/km to a max. of 50% of equivalent economy airfare to destination,
  • outgoing per diems: $100/day in Canada; $150/day in USA; $200/day in all other markets; Maximum of 5 days, and maximum of 2 employees for trade shows/events and maximum of 1 employee for all other travel.
  • incoming Buyer Per Diems:o$100 per day.oMaximum of 3 days. All Other Costs: 50% rate of assistance to a maximum of $5,000 for all expenses combined per project, and $15,000 per fiscal year.•Maximum of three (3) projects.
  • Funding for Farmer’s Market Development is 50% of eligible costs to a maximum of $10,000 per year.

  • evidence of sufficient export capacity and a business, marketing, promotional, orinternational trade plan demonstrating that this project is in line with the business’ overall strategic plan, if applying for Trade Shows, Product Showcasing, and Promotional Events funding.

Product and Market Development Program

Description:

The Product and Market Development Program is designed to expand domestic and international competitiveness by supporting small and medium-sized agricultural producers, agri-businesses and agri-processors to expand their product base or markets through value-added and agri-food processing projects, and market development activities on PEI and through intra-jurisdictional projects.

Special consideration will be given to projects, which include knowledge adoption, and clean technologies that will upscale innovation.

Comments on Funding:

Funding for Travel is as follows:

  • 50% of assistance up to $5,000 for eligible investigative travel expenses for agricultural producers, agri-businesses, and agri-processors over the life of the CAP Framework Agreement (2018-2023),
  • 75% of assistance up to $10,000 for eligible investigative travel expenses for provincial agriculture industry organizations over the life of the CAP Framework Agreement (2018-2023).

Funding for all other expenses is as follows:

  • 50% of assistance up to $30,000 for eligible expenses per year for agricultural producers, agri-businesses, and agri-processors over the life of the CAP Framework Agreement (2018-2023),
  • 75% of assistance up to $30,000 for eligible expenses per year for provincial agriculture industry organizations over the life of the CAP Framework Agreement (2018-2023).

  • Mi’kmaq First Nations and other Indigenous Organizations,
  •  agriculture industry organizations and associations,
  • agricultural producers,
