Description:

The Department of Industry, Energy and Technology offers programs to support research and development projects for both commercial and non-commercial applicants. For commercial applicants, the Department of Industry, Energy and Technology supports projects that reduce the technical and financial risk of research and development projects where R&D is required to realize the commercial potential of innovative products, processes or services. For non-commercial applicants, the Department of Industry, Energy and Technology provides support through non-repayable contributions to academic and research institutions for the development and implementation of research and innovation projects for the long-term economic benefit of Newfoundland and Labrador.  

Comments on Funding:

For commercial applicants, the maximum contribution to a project is normally 50% of the total eligible costs.
For non-commercial applicants, the program provides normally up to 50 percent of total eligible costs of a specific project, with a maximum investment of $750,000.

  • be commercial,
  • be non-commercial (academic and research institutions),
  • propose projects that are technical in nature and lead to an incremental advance of an innovative product, process or service, if they are commercial applicants,
  • propose projects that must demonstrate industry relevance and have significant potential for economic impact in Newfoundland and Labrador, if they are non-commercial applicants.

Junior Exploration Assistance Program

Amount:

Description:

The Junior Exploration Assistance (JEA) Program aims to grow the mineral inventory of the Province through the discovery of new mineral districts, occurrences, prospects, and deposits. The JEA Program also aims to advance mineral discoveries through the stages of defining National Instrument (NI) 43-101 compliant mineral resources, and to enhance Newfoundland and Labrador’s competitiveness as a world class mineral exploration destination.  

Comments on Funding:

    For Grassroots Activities:
  • for companies not in receipt of direct and/or indirect mineral revenue: the Program will provide 75% of eligible grassroots expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador,
  • for companies in receipt of mineral revenue: the Program will provide 50% of eligible grassroots expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador.

  • for companies not in receipt of direct and/or indirect mineral revenue: the Program will provide 50% of eligible expenditures up to a maximum of $150,000 per project on the island of Newfoundland and up to $225,000 per project in Labrador,

Eligibility:

Applicants must: 

  • be companies primarily engaged in mineral exploration,
  • be registered with the Provincial Registry of Companies,
  • be “In Good Standing” with the Provincial Registry of Companies,
  • have a Supplier Number from the Department of Finance, Financial Systems Control Division,
  • hold the mineral rights to the lands on which the exploration is to be conducted, or have a registered agreement with the holder of the mineral rights on file with the Mineral Lands Division of the Department of Industry, Energy and Technology prior to commencing work (Mineral rights are not necessary if the work is being completed on Crown Lands open for staking, excluding Exempt Mineral Lands and/or other prohibited areas),
  • have received Exploration Approval from the Mineral Lands Division before the start of exploration activities.

The Cultural Economic Development Program (CEDP) – Publishers Assistance Program

Description:

The CEDP - Publishers Assistance Program supports publishers with potential for sustained or expanding business strength, sound market and business planning, employment growth over the long term, and responsiveness to the provincial literary sector. The program is designed to strengthen the publishing and the literary sectors overall by encouraging quality products, effective marketing, and by making professional development services available to publishers.

Comments on Funding:

Funding is allocated based on two components:

  1. 1
    a Base Component allocated on a per publication basis, based on eligible titles released the previous year (40% of funding),
  2. 2
    an Evaluation Component based on an assessment of the company's publishing program (60% of funding). An applicant will not be eligible for funding under the Publishers Assistance Program if fewer than twenty-five (25) assessment points out of the maximum one hundred points (100) of the Evaluation Component are awarded.

Eligibility:

The applicant must:

  • be a publishing company,
  • have its effective management, editorial and financial control within the Province of Newfoundland and Labrador,
  • have as its primary activity the publication of books,
  • have in print no fewer than ten eligible titles,
  • be able to provide a financial statement (Review Engagement or Audit Engagement) and a Royalty Certification Report for the previous fiscal year,
  • demonstrate fiscal viability,
  • demonstrate contractual relationships with authors,
  • issue clear royalty statements on a regular basis and fulfill all contractual obligations and agreed terms to writers, illustrators, translators, artists and other services and licensors,
  • have an on-going publishing program of at least three eligible titles per year,
  • be incorporated and publishing eligible titles for a minimum of two years,
  • score greater than twenty-five (25) assessment points out of the maximum one hundred (100) points of the Evaluation Component (see Funding Structure below). 

Application Steps:

The applicant must submit:

the completed application form, including all required support materials, by the deadline to be considered for funding,

2

the signed contract to receive 90% of the approved funding,

3

a final report no later than March 15, 2021 to receive the 10% holdback.

Documentation Needed: 

​The applicant must submit:

  • the application form,
  • a financial statement (Review Engagement or Audit Engagement) and a Royalty Certification Report for the previous fiscal year,
  • a copy of each eligible title released April 1, 2019 to March 31, 2020,
  • a copy of his standard author/publisher contract,
  • a copy of his standard royalty statement,
  • other support materials.

Description:

The Cultural Economic Development Program (CEDP) provides financial support to professional arts organizations for events or projects that stimulate sustainable economic development of the province's cultural resources.
The objectives of the program are to: improve economic opportunities for professional artists, encourage sustainable economic arts activities, contribute to the stability of sector based organizations, increase capacity for market access and expansion of cultural products, develop a diversity of cultural products, support growth of the cultural tourism industry.

Comments on Funding:

Minimum funding is $2,000.
Applicants:

  1. 1
    must contribute at least 10% towards eligible costs.
  2. 2
    are eligible to receive only one CEDP grant per fiscal year.
  3. 3
    are expected to seek support from other levels of government, as well as private and corporate sources, to complement CEDP funding.

Eligibility:

The applicant must:

  • be professional arts organizations that organize major cultural festivals and marquee events, smaller festivals and performance series, and one-off projects related to marketing, touring and professional development,
  • be sector based organizations that implementing their mandate and for projects that have an industry-wide benefit,
  • be working in one of the eligible sectors: visual arts, Theatre, dance, literary arts, music (supports just major music festivals), film and TV (supports film sector organizations and film festivals).

Professional arts organizations must:

  • have an established track record in their discipline no less than four years, 
  • demonstrate relevant managerial, professional, financial and technical capacity and a potential for long-term viability,
  • demonstrate their primary focus is on presenting or promoting cultural activities or products by professional artists and cultural industry workers,
  • demonstrate a viable work or business plan,
  • pay artist fees established by relevant artists associations representing the interests of professional artists,
  • be incorporated in the Province of Newfoundland and Labrador for at least one year prior to application and be in good standing.

Sector base organizations must:​

  • be member based
  • have an active Board of Directors,
  • maintain professional administrative staff,
  • offer on-going industry wide benefits to their membership in the form of workshops, information, training or other sector relevant activities,
  • have a degree of economic development as part of their mandate,
  • pay artist fees established by relevant artists associations representing the interests of professional artists,
  • be incorporated in the Province of Newfoundland and Labrador for at least one year prior to application.

Application Steps:

should submit the completed applications a minimum of 6 (six) weeks in advance of the project start date,

2

must submit a completed Advance Payment Request Form and the signed Acceptance Letter of Financing to receive an advance of 90% of the approved funding,

3

must submit the Final Report to receive the remaining 10% of the CEDP contribution after its approval.

​Applicant must:

  • an annual strategy and work plan with clearly defined and measurable outcomes for increasing the economic impact for the cultural industries and for the provincial economy,
  • information about the size and significance of the event, professional development opportunities, potential audience and/or networking opportunities, and overall project costs,
  • a balanced budget,
  • their most recent financial statements

Fisheries Loan Guarantee Program

$3,000,000

Loan Guarantee


Description:

The Fisheries Loan Guarantee Program supports the development of the province's independent fish harvesting industry by providing a government guarantee on loans through local chartered banks for the construction or purchase of marine vessels and/or to purchase new engines and fishing equipment for the improvement, rebuilding or alteration of existing vessels. Loans may also be approved to refinance loans previously obtained from fish processors for fixed asset costs.

Comments on Funding:

The program offers loan guarantees for combining of enterprises up to $3 million; vessel-related items up to $2 million, and license acquisitions up to $1,5 million.
The Provincial Government’s guarantee can provide up to 100% of an outstanding loan.
Guaranteed loans are offered at the financial institution prime rate, as negotiated between the harvester and the lender, to a maximum of prime plus 2% or 2.5%, depending on the term of the loan.
10-15% down payment and adequate security are required.

Eligibility:

The applicant must:

  • be entities, individuals or groups,
  • be a Canadian citizen/entity and a resident of Newfoundland and Labrador,
  • harvesters must be registered full time as certified by the Professional Fish Harvesters Certification Board and eligible to hold a commercial fishing license,
  • have a favorable credit record and demonstrate commercial viability, including the ability to repay the loan.

Application Steps:

Applicants must apply directly to the financial institution, which in turn will request the guarantee from the Provincial Government.

Documentation Needed:

Applicants must submit: 

  1. 1
    the Fisheries Loan Guarantee Application Form;
  2. 2
    previous and current years income and expense statements (income tax returns are acceptable);
  3. 3
    two years forecast of revenues and expenses;
  4. 4
    details of historical and forecast revenues according to: species, volumes and price; and
  5. 5
    a recent balance sheet detailing the businesses assets and liabilities, if incorporated.
