Downtown CIP Area & Designated Heritage Properties Redevelopment Grant Program

Description:

The Building Permit and Planning Fee Equivalent Grant Program offers grants to eligible applicants for City building permit and planning fees related to the development or redevelopment of vacant properties within the designated Downtown Community Improvement Plan Area and or within designated Heritage Properties that comply with the required program criteria. 

Comments on Funding:

Funding will take the form of a grant for the full amount of the building permit fee will be provided to the applicant once the approved work is complete, to the City’s satisfaction.

Eligibility:

The applicant must:

  • propose a project for an existing property which:
  • must be located within the designated City of Moncton Downtown Community Improvement Plan Area (see Schedule “C”), and or be designated as a Heritage property under the City of Moncton Heritage Preservation By-law;
  • is not subject to any outstanding City work orders;
  • is not in a position of tax arrears or downtown Business (all taxes owing shall be paid prior to the disbursement of any fee related grant);
  • be registered as a Corporation under the Business Corporation Act;
  • respect any existing Heritage designation plans for the existing property and adjacent properties;
  • enter into an Agreement with the City of Moncton that sets out the conditions of the annual grant;
  • commence the proposed development no longer than 2 years following City Council’s approval of the grant or the grant will be cancelled. 

Eligible Financial Incentive Program Grant Projects must represent one of following types of projects:

  • Infill and redevelopment of large surface parking lots, vacant under-utilized sites, and buildings;
  • Redevelopment of properties which involves the demolition of commercial, residential or industrial buildings with the exception of designated heritage buildings;
  • Residential Conversion and Intensification of upper stories (eg., 2nd story and above) of under-utilized Commercial and Office Buildings;
  • Restoration of older abandoned buildings; and
  • Downtown parking structure.

Only fees paid for the following types of applications are eligible:

  • Development Permit and Building Permit;
  • Rezoning Fee for a Municipal Plan and Zoning By-law Amendment;
  • Variance and other Planning Advisory Committee (PAC) Applications; and/or
  • Demolition Permit.

Downtown CIP Area & Designated Heritage Properties Building Permit and Planning Fee Equivalent Grant Program

Description:

The Redevelopment Grant Program is intended to provide a financial incentive to property owners who rehabilitate and develop adaptive re-use plans for lands and/or buildings that are contaminated, under-utilized or vacant within the designated Downtown Community Improvement Plan Area. The program will also apply to assisting with adaptive re-use and refurbishment of important heritage properties within the City of Moncton. 

Comments on Funding:

Funding will take the form of a grant calculated based on the value of the construction project at time of building permit application and a Downtown Capital Improvement Fund contribution formula and may be paid on annual basis for up to 5 years for building construction projects valued under $10 million dollars and up to 10 years for projects valued over $10 million dollars, commencing once the redevelopment is complete.

Description:

The Redevelopment Grant provides a financial incentive to property owners who rehabilitate and develop adaptive re-use plans for properties or buildings that are contaminated, under-utilized or vacant being located outside of the Downtown Community Improvement Plan area but within the designated Business Improvement Area (BIA) and Central Business District Zone (CBD). 

Comments on Funding:

The maximum grant payment to be disbursed under the Program each year cannot exceed the annual incremental revenue generated from the applicant’s property in that fiscal year. Payments of the redevelopment Grant for City Changing Projects valued at over $10 million dollars in building permits with the City, should be paid on an annual basis for up to three (3) years.

Through the Municipal Infrastructure Grant program, the three (3) year BIA and CBD Redevelopment Grant may be extended by an additional two (2) years where the City Changing Project development involves new municipal infrastructure being provided and installed.

Eligibility:

The applicant must:

  • demonstrate that at least $500,000 of capital has been invested in municipal infrastructure after the date of the grant application;
  • undertake construction work in the BIA or the CBD; 
  • complete the construction work on or for a commercial subdivision or development parcel which also results in a building permit application and completed project valued at $10 million or more; 
  • commence the proposed City Changing Project no longer than two (2) years following City Council’s approval of the Municipal Infrastructure Grant or the Municipal Infrastructure Grant will be cancelled. The two (2) year period may be extended by City Council at its absolute discretion;
  • have received the BIA and CBD Redevelopment Grant.

Only one (1) proposed City Changing Project per development may apply for the extended two (2) year Municipal Infrastructure Grant, unless the development contains multiple qualifying City Changing Projects on adjacent parcels of land, in which case each City Changing Project would qualify for such Grant.

Downtown Business Improvement Area (BIA) and Central Business District Zone (CBD) Building Permit and Planning Fee Equivalent Grant

Description:

The Building Permit and Planning Fee Equivalent Grant offers grants to eligible applicants for City building permit and planning fees related to developments on vacant properties. The Building Permit and Planning Fee Equivalent Grant provides assistance to eligible applicants by reducing property improvement costs in that the Grant payment is to be equal to the cost of development fees, being for development and building permits, Municipal Plan and Zoning By-law amendments, variances, and other Planning Advisory Committee (PAC) applications. This Grant is intended to accelerate development activity. 

Comments on Funding:

Funding will take the form of a grant equal to 100% of the development fees paid by the applicant. Grants will be provided upon successful completion of the approved work, to the satisfaction of the City.
