PEI Fisheries and Aquaculture Clean Technology Adoption Program (PEIFACTAP)

Description:

The Prince Edward Island Fisheries and Aquaculture Clean Technology Adoption Program (PEIFACTAP) provides funding to Indigenous organizations, commercial enterprises and industry or professional associations in the fisheries and aquaculture sectors of PEI to adopt and implement market-ready clean technologies, processes or sustainable practices to reduce the potential for negative environmental impacts from day-to-day activities. PEIFACTAP participants can apply either as a Fisher/Harvester, Grower or as a Processor.

Comments on Funding:

Total government funding cannot exceed 90% of total eligible projects costs and consists of:

  • a minimum of 10%, up to a maximum of $20,000, cash from PEIFACTAP,
  • up to 75% cash from Department of Fisheries and Oceans Canada (DFO) FACTAP,
  • optional 5% cash or in-kind contribution from other federal or provincial government sources (more if PEIFACTAP reached the maximum of $20,000 and/or if DFO FACTAP is less than 75%).

The applicant is responsible for a minimum of 10% cash of total eligible project costs (more if total government funding is less than 90%).

Financial leverage from other sources outside PEIFACTAP and DFO FACTAP is a key consideration. Projects with multiple and greater sources of funding may rank higher than those without.

Eligibility:

The applicant must:

  • be an Indigenous organization (group, association, or community),
  • be a commercial enterprise (company or self-employed),
  • be an industry or professional association representing a sector of the seafood industry,
  • be currently active in, or support activities related to, the fish and seafood sectors including: wild capture fisheries, aquaculture, and/or processing of fisheries products.

Application Steps:

The applicant must go through a two-step approach to apply for funding (i.e., PEIFACTAP and DFO FACTAP).

The Expression of Interest Process allows the applicant to work with the DFC and the DFO to discuss the project proposal and ask questions in relation to the program while will allow the PEIFACTAP to assess if the applicant meets the objectives and eligibility criteria. Once the Expression of Interest form has been received and reviewed by the DFC, a letter of financial support will be provided if the DFC deems the project to contribute to program outcomes. The DFC will then advise the applicant to proceed with

The Project Proposal Application Process entails the email submission of the already completed Expression of Interest form, the PEIFACTAP letter of financial support, a completed Project Proposal Template application and any additional documentation required from the Additional Document Appendices in the Project Proposal Template application to the DFO Regional Project Coordinator. If the project is approved for funding by the DFO, a contribution agreement will be provided. Only once the DFO contribution agreement is signed and a copy provided to the DFC, will the DFC provide a contract and letter of offer to allocate funding as described in the letter of financial support.

  •  the Expression of Interest form, 
  • a completed Project Proposal Template application,
  • any additional documentation required. 

Other Things to Note:

Funding will expire March 31, 2021, and all projects must be completed by that time.
The program is not listed among Innovation PEI programs. However, the government webpage, which has not been updated since August 1, 2019, is still available.

Brunswick’s Indigenous Agriculture Development Program

Description:

Brunswick’s Indigenous Agriculture Development Program provides funding to support First Nations communities, individuals or organizations who are interested in participating the New Brunswick agricultural industry, including local foods.

The applicant must:

  • be located in the Province of New Brunswick,
  • be Indigenous individuals,
  • be Indigenous communities or governments, including a band or tribal council or a government of a self-governing First Nation,
  • be Indigenous for-profit or not-for-profit corporations, associations, cooperatives or institutions,
  • be Indigenous businesses, partnerships or joint ventures,
  • apply for project funding under any program of the Canadian Agricultural Partnership, as below:
  • Business Development Program,
  • Advancing Agri-Food Processing,
  • Agri-Industry Development and Advancement – Market and Product Development,
  • Agri-Industry Development and Advancement – Agri-Land Enhancement,
  • Agri-Industry Development and Advancement – Advancing Crop and Livestock Sectors, (includes Livestock Genetics)
  • Enabling Agriculture Research and Innovation,
  • Environmentally Sustainable Agriculture,
  • Mitigation, Prevention, Occupational Health and Safety,
  • Public Trust and Agricultural Awareness.

Environmentally Sustainable Agriculture

Description:

The Environmentally Sustainable Agriculture program aims to foster an agricultural industry that is environmentally sustainable, responsive to the impacts of climate change and contributes to a reduction in the emission of greenhouse gases. It provides support for the following elements: Environmental Management Planning, Agro-Environmental Clubs, Food Processor / Packer / Abattoir Waste Management Systems and Adoption of Environmental Beneficial Management Practices.

Comments on Funding:

Funding ranges from 30% to 100% cost share, up to a maximum of $53,000 depending on the element and on the activity.
Agriculture producers considered New Entrants (individuals who have reported farming income or owned a farm for 5 years or less) are eligible for an additional 10% contribution, provided the contribution does not exceed the established maximums under each program.

Eligibility:

Applicants for the Environmental Management Planning Program must:

  • be Indigenous People or Organizations,
  • be agricultural producers (individuals or groups),
  • be agriculture producer associations,
  • be academic or research institutions,
  • be agri-businesses,
  • be other individuals or groups capable of achieving program objectives,
  • have operations in New Brunswick.

Applicants for the Agro-Environmental Club Program must be New Brunswick agricultural producer associations.

Applicants for the Food Processor / Packer / Abattoir Waste Management Systems Program must:

  • be small to medium food processors, packers and abattoirs,
  • have operations in New Brunswick,
  • develop and construct waste management systems.

Applicants for the Adoption of Environmental Beneficial Management Practices Program must:

  • be owners/operators of farms established in New Brunswick,
  • have an approved EFP Action completed in the 4th edition (2004) of the Environmental Farm Plan (EFP) Workbook or the corresponding electronic version. The EFP Action Plan must have had a comprehensive update completed no more than 5 years prior to the date of receiving approval for a Beneficial Management Practices (BMP).
  • have, or obtain, an on-farm energy audit, completed by an auditor registered with NB Power (in addition to an approved EFP), to access funding under the On-Farm Energy Efficiency Upgrades BMP and the On-Farm Renewable Energy BMP.

  • the application form,
  • the signed Letter of Offer,
  • an Annual Work Plan by April 30 each year detailing the key activities and deliverables which will be carried out by each specific club in that particular fiscal year, if applying for the Agro-Environmental Club Program,
  • an Annual Report by May 15 each year detailing the members of the Club and activities that have been carried out by the club during the previous funding year, if applying for the Agro-Environmental Club Program.

Upon project completion, the completed Claim for Reimbursement form must be forwarded to the designated Project Officer together with a detailed invoice and proof of payment (an original receipt, image of cancelled cheque (front and back), or statement from financial institution showing transaction).

Other Things to Note:

This program is part of The Canada / New Brunswick Canadian Agricultural Partnership (CAP).
Approved projects must be completed within the fiscal year for which they were approved (April 1 to March 31).

​Environmentally Sustainable Agriculture​​​

Enabling Agricultural Research and Innovation (EARI) – Innovative Research and Development and Accelerating Agricultural Innovation

Description:

The Innovative Research and Development element provides financial assistance to support short to medium term (1-5 years) innovative research and development projects which can improve profitability, competitiveness, sustainability and self-sufficiency of the agriculture, agri-food, agri-product and agri-science sectors in New Brunswick.

The Accelerating Agricultural Innovation element provides financial assistance to accelerate new product, practice or process development leading to their commercialization or adoption which can improve the profitability, competitiveness, sustainability and self-sufficiency of the agriculture, agri-food, agri-product and agri-science sectors in New Brunswick. 

Comments on Funding:

Funding for projects with significant potential for sector wide benefit is up to 100% of eligible costs, up to a maximum of $60,000.
Funding for projects with primarily benefit for individual agribusiness, farmer or group of farmers. is up to 50% of eligible costs, up to a maximum of $30,000.
Industry is expected to provide significant in-kind and/or cash contributions towards the project.

Agriculture producers considered New Entrants (individuals who have reported farming income or owned a farm for 5 years or less) are eligible for an additional 10% contribution, provided the contribution does not exceed the established maximums under each program.

Advancing Agri-Food Processing

Description:

The Advancing Agri-Food Processing program provides assistance to undertake product development activities, enhance efficiency and competitiveness for the value added agriculture and agri-food sector in New Brunswick. Assistance is targeted to small and medium sized operations.

Comments on Funding:

Funding for Product Conception and Development is up to 50% of eligible costs, up to a maximum of $75,000.

Funding for Production Improvement is up to 50% of eligible costs, up to a maximum of $75,000.

Eligible activities are limited to post-harvest activities.
Agriculture producers considered New Entrants (individuals who have reported farming income or owned a farm for 5 years or less) are eligible for an additional 10% contribution, provided the contribution does not exceed the established maximums under each program.
