PEI Labour Rebate (PLR)

Description:

The PEI Labour Rebate (PLR) is a refundable labour rebate on incremental job creation. Employment growth must be linked to the development, expansion and/or commercialization of new products, processes, and services that will be sold primarily beyond the borders of PEI.

The rebate is 25% of eligible salaries and wages.

Eligibility:

The applicant must:

  • be companies that have a permanent establishment in PEI,
  • operate within one of these strategic sectors: bioscience, aerospace and defense, advanced manufacturing and processing, renewable energy and clean technology, information and communications technology, creative and cultural industries first-of-its-kind exportable goods or services in other sectors may be considered,
  • pay salaries and wages to PEI residents for incremental, full time positions (1850 hours), and each position must have a gross wage of at least $35,000 per annum. Any individuals maintaining ownership in the company are not eligible.
  • propose a project that provides economic benefit to the province.
  • manufacture, process, or develop goods or services primarily for export,
  • not have a defaulted outstanding debt obligation on file in the Province’s Central Default Registry.

Applicant must:

are encouraged to consult with an Innovation PEI Business Development Officer for guidance on the suitability of the project and the application process,

must submit the online application form before any financial or legal commitment is made on the project,

accept the letter of offer forwarded to them which shall create a contract between Innovation PEI and the applicant.

    a description of the business and an outline of its history,

    Financial Statements for the previous two years, if existing business,

    a completed business plan, if new businesses,

    detailed description of the economic benefits to the organization and to Prince Edward Island,

    detailed information on the estimated costs of the proposed project or activity (cost estimates should be supported by written quotations),

    source of funds for the project (for example, lending institutions, banks, government loans and/or grants),

    explanation of the business's current market position and projected market, outlining any increases in market share,
  10. 10
    a list of all shareholders and key management personnel.

Prince Edward Island Film Production Fund

Description:

The PEI Film Production Fund provides support via a rebate of 32-35% of eligible Prince Edward Island expenditures for work completed in Prince Edward Island. The PEI Film Production Fund supports the development and growth of the private-sector film and television industry in Prince Edward Island.

Comments on Funding:

Funding is a base rebate of 32% of eligible costs for work completed in Prince Edward Island. An increase to the rate is available through the following bonuses:

  1. 1
    PEI Production Bonus: 1 percentage point for productions by PEI producers, or co-productions where the PEI producer has at least 25% control;
  2. 2
    Series Production Bonus: 2 percentage points for series productions

Eligibility:

The applicant must:

  • be Prince Edward Island companies engaged primarily in the film and television production business that demonstrate that their main activity is the creation of productions available for public viewing,
  • be incorporated in Canada, either federally or provincially,
  • be in good standing with IPEI (must not have overdue reporting) and the Province of PEI (does not appear in the Central Default Registry), 
  • create new productions and the amount of money spent in Prince Edward Island for the production must be at least $25,000 before HST.

submit the Fund rebate application and documentation to IPEI, including the actual listing of eligible items that total to the Prince Edward Island Spend when an approved project has completed production and delivery, and final cost and labor reports have been prepared.

Documentation Needed: 

The applicant must submit:

  • the application form,
  • a financing structure and budget in industry-standard format, and demonstrate that the production is fully financed
  • documents that demonstrate that all necessary insurance and performance bonds (where required) are in place to protect any investment in the project,
  •  deliverables upon completion of the project,
  • financial statements for projects with budgets of $200,000 to $500,000, with a Review Engagement Report and third-party audited financial statements for budgets over $500,000; or an uncertified Final Production Cost Report supported by a Statutory Declaration (available electronically on request) for projects with budgets under $200,000,
  • a Statutory Declaration, sworn to and signed by the Producer to confirm Prince Edward Island residency.
  • a written evidence of a Commercial License Agreement for the production.

Energy Rebates

Description:

Efficiency Nova Scotia provides energy rebates to businesses that choose energy efficient product solutions that can help them save energy, and the environment. The rebates make it more affordable to integrate these products into the business. 

Comments on Funding:

Energy rebates apply to upgrade projects or specific items. Small Businesses may receive a free energy assessment, rebates of up to 80% on upgrade projects, and 24-months interest free financing. Maximum payment will not exceed 60% of the equipment purchase price. 

Potential Rebate examples:

  • for energy efficient lighting upgrades, the potential rebate ranges from $3 to $500,
  • for products like air and ground source heat pumps, HVAC sensors the potential rebate ranges from $50 to $800,
  • for kitchen equipment the potential rebate is $2,000.

  • buy new equipment only, 
  • install products that reduce electrical consumption in a non-residential building serviced by a Nova Scotia electric utility,
  • be all types of businesses, including small businesses, operating in a variety of sectors, like manufacturing, hospitality, agriculture, retail and others.

receive Efficiency Nova Scotia's pre-approval prior to purchase and installation, in order to eligible for rebates and financing options,

certify that all equipment for which they are requesting a rebate has been installed within the last 90 days

takeCHARGE Business Efficiency Program

The takeCHARGE Business Efficiency Program provides support to businesses to make energy-efficient improvements to their business. It provides rebates on upgrades to your heating and cooling, refrigeration, lighting, and more.

Comments on Funding:

Funding is in the form of energy rebates.

Additionally, takeCHARGE may fund:

  1. 1
    50% of the cost of the audit, to a maximum of $3,000. A funding application must be pre-approved by takeCHARGE to get funding support.
  2. 2
    75% of the eligible costs of the feasibility study up to a maximum of $5,000. A funding application must be pre-approved by takeCHARGE to get funding support. Customers are encouraged to seek other sources of funding.

ask for an energy assessment of their commercial facility. This high-level assessment will be conducted by a takeCHARGE energy expert and is fully funded by takeCHARGE.

complete a project proposal form and return it to takeCHARGE.

sign the project development agreement and return it to their takeCHARGE contact. Applicants can now start their energy efficiency upgrade as outlined in the project development agreement.

After the project has been successfully implemented, project close out, measurement and verification is required. This involves quantifying energy savings and determining the final value of incentives to be paid.

takeCHARGE Isolated Systems Business Efficiency Program

The takeCHARGE Isolated Systems Business Efficiency Program targets Newfoundland and Labrador Hydro’s (Hydro) commercial customers in isolated systems, providing support and financial incentives for a wide range of energy saving projects.

Incentives paid to the customer will typically be the lesser of:

  • an incentive based on first-year energy savings, at a rate of $0.4/kWh,
  • 80% of eligible project costs.

After the project has been successfully implemented, the final step of the ISBEP is the Project Close Out/Measurement and Verification step, primarily consisting of quantifying energy savings and finalizing incentives to be dispersed.
